The report recommends that BOEM develop procedures and conduct regular evaluations to assess whether and how well its environmental program meets the attributes of a first-in-class program and identify areas for improvement. It also outlines a framework for conducting such an evaluation. The report contains guidance and examples drawn from a workshop series with BOEM's peer agencies and other science programs, as well as other information gathering efforts.
