These local rules (LRs) and internal operating procedures (IOPs) are adopted in accordance with 28 U.S.C. 2071 and Rule 47 of the Federal Rules of Appellate Procedure (FRAP). To the extent practical, LRs and IOPs are numbered and titled to correspond to FRAP.
