In this report, I show an approach in capturing location-based and time-based access control policies with application to business policy rules within the existing syntax of RuleML. An E-Procurement sourcing case study is implemented as a working prototype system for these policies using the deductive reasoning engine, OO (Object-Oriented) jDREW and RDFS ontology.
