Only in Lansing's notes do we find a report of two Constitutional questions regarding states' rights and sovereignty, an explanation of Charles Pinckney's plan for the Senate, an exceptionally careful presentation of Hamilton's speeches on individual and states' rights, and an explanation of the final vote on the New Jersey plan.
