Without it, policymakers and decision-takers cannot say exactly where they are, or set a course for where they want to go. They cannot know whether they are focusing their efforts in the right areas, or whether their efforts are making a difference.\u003cbr\u003e\u003cbr\u003eMonitoring is thus fundamental to the achievement of UHC objectives.
