Vote totals in the Plenary and on the 14 important Plenary votes. Every vote on the 14 important issues, with the U.S. vote in parentheses for comparison. Symbols used are Y=Yes, N=No, A=Abstain, and X=Absent. Countries two years in arrears in payment of UN dues are not permitted to vote in the Plenary. For 2002, these countries included: the Central African Republic, Iraq, Liberia, and Niger.
