This book explores the formation, evolution, and limitations of the international drug control (IDCS), focusing on its internal logic and the consequences and highlights the need to change its simple one-fits-all dogmatic drug policy to consider the growing complexity of the psychoactive drugs phenomena. This book does not pretend to be a handbook on illegal psychoactive drug policy issues, and many relevant ones are not studied. The book focuses on the problems that have been particularly important and conflictive for the IDCS agencies. It hopes to open a broader approach to drug policy formulation and implementation that responds to the diverse societies where drug policies are applied. The analytical examples provided in the book reflect my thirty-five-year research of illegal drug issues and frequent participation in the activities of the United Nations' drug agencies. It also responds to many of my concerns during the eight years (May 2012-August 2020) as an international narcotics Control Board member and the issues in countries where I have had significant drug policy research experience.
