Capitol Gains follows a female member of the House of Representatives from her earliest days in the House. Delia fights for her Whack-PAC and against the incinerator-recycling plant as her congressional nemesis musters opposition to Whack-PAC while seeking support for his corrupt pork project. David's television interviews of a sex symbol movie actress and a totally inarticulate NBA basketball star provide comic relief in Capitol Gains.
