The lack of tradition of the multi-party system and political culture has resulted in frequent changes of government, before the end of the regular parliamentary term. In these countries, after three decades of the fall of communism, the parliamentary system and political culture have advanced considerably, but political and electoral reforms are needed to achieve the trends of contemporary parliamentary democracy.
