Forked Witness: A Sequel to Refusal Protocol (Paperback) (ISBN-13: 9798248272242)

Maddy Bennett thought the fight was over when the city finally listened.

Then a public housing record turns green.

RESOLVED.

A mother and her son have just slept in a car, but the Civic Public Index says their emergency is over. Worse, the record names Maddy as the community witness who verified it.

She never saw the case.
She never approved the summary.
She never agreed to become anyone's representative.

The city has not forged her signature. It has done something cleaner, harder to fight, and far more dangerous: it has assembled real fragments into authority nobody granted.

As Maddy and the Midday witnesses follow the record, every fix creates another fork. A worker's protected note becomes proof of service completion. A guardian's presence becomes consent. A careful correction becomes public endorsement. A fractured room becomes "community consensus." Each page is readable. Each source is real. Each summary points just slightly away from the truth.

And when the city offers Maddy a clean solution, it is not corrupt. It is useful. If she authenticates herself as the permanent witness, she can correct records instantly, unlock a stalled housing review, and maybe get a family indoors.

All it costs is becoming the key every future system can demand.

To protect Dana, Eli, the workers, the roster, and the next person whose words will be used without permission, Maddy must learn that the real question is not which version of her is authentic.

The question is what any institution may claim in a person's name.

Forked Witness, Book Two of The Delegation Cycle, is a sharp speculative novel about records, consent, public systems, and the terrifying civic magic of a sentence that sounds true enough to close a door.
