Trevor M. Boopsingh was a distinguished member of the International Society of Petroleum Engineers. He served as Permanent Secretary in the Ministry of Energy and Natural Resources from 1981 to 1987. He also served as chairman of the state-owned oil company Petrotrin from 1991 to 1995. His seminal work, Oil, Gas, and Development: A View from the South, was published in 1990. Boopsingh was awarded Trinidad and Tobago's second highest honor: the Chaconia Medal (Gold) for his outstanding contribution to the nation.
