It suggests that primitive people understood power and Fathers and kings had power so these metaphors were used to describe God. It asks if modern civilization can be satisfied with such limiting and inadequate metaphors. While science and technology have advanced concepts of the Divine have remained static. Therefore many thinkers have written the whole thing off.
