Paul-Gerhard Tittel came of age during World War II and the subsequent Soviet occupation of Eastern Europe. He escaped to West Germany at the age of sixteen and eventually immigrated to the United States.

Tittel studied at Johns Hopkins University and received his bachelor's degree in mathematics. Tittel went on to become an instructor in the ophthalmology department of the University of Maryland.

Tittel has been married to his wife for fifty-seven years. They have six children and fifteen grandchildren.

In his spare time, Tittel enjoys playing several musical instruments and serving as choir director. While he acknowledges that the road to happiness was long and difficult, he is enormously proud of his family and their many accomplishments.
