Dr. Pookoya was born at Lakshadweep's Kalpeni Island on 1st June 1946 as the son of Mr.Mammel Koyammakoya and Mrs.Chemmengath Ayshabi and brought up in Kalpeni Island. He did his High School studies at Amini Island in 1960-62, and at Kalpeni Island

during 1962-63. He appeared for SSLC (11th Standard) examination at CMC High School in Elathur, Calicut in 1963 and did Pre-University at Malabar Christian College (1963-64) Calicut and Pre-Medicine at Sanathana Dharma College, Alleppey (1964-65). He joined at Alleppey Medical College in 1965 for MBBS and completed course in 1970. Dr.Pookoya did specialisation in Paediatrics (DCH) from Madurai Medical College during 1979-80, MICP (Member of International College of Paediatrics) in1986 and MD (AM) from Indian Board of alternate Medicine, Calcutta in 1995. He had special training in Surgery, Radiology, Health Administration, Administrative Vigilance. He participated in expert committee meeting of Govt of India in amendment of PFA act, Seaport & Airport rules and International Health Regulation.
