In his message to Congress in the Administration's first National Drug Control Strategy, the President affirmed that "...a well-crafted strategy is only as successful as its implementation. The 2011 National Drug Control Strategy built upon this policy framework, addressed several important legislative developments, and added a focus on the needs of special populations such as college and university students, women and families, and military members, veterans, and their families.
