Europe needed to begin rebuilding but there was little money in any countries coffers and materials and manpower were scarce Rationing was still a reality, housing was difficult to find as the damage to buildings was extensive in many cities, and people were still floundering under the weight of sorrow from the immense loss of life. Neither Life Nor Death touches on these issues and includes a Historical Perspective at the end of the book.
