R.C. Mc Dowell is a native of the State of Delaware; graduating from Middletown High School and Drexel with a Bachelor of Science in Engineering with a State of Delaware Professional Engineer License. After receiving his engineering degree in 1959, he took the entrance exam at the University of Pennsylvania, for Beasley Law School for Temple University. He is a Korean War Veteran. Mr. McDowell was Delaware State Bridge Engineer and Construction Engineer (COMEECH) with Delaware Department of Transportation (DELDOT). He was a member of New Castle County, Delaware, Planning Board from 1995 until March 2015. He has been the Town of Middletown Board of Adjustment Chairman since 1983. Mr. McDowell began the Middletown Odessa Townsend (MOT) Little League in the 1950's and coined the MOT logo. R. C. McDowell has written twenty-two novels and a school text titled Basic Concepts of Mathematics. As an engineer his subjects were math and science, but in 1988 he was in the hospital with lung-cancer clostridium for twenty days. After two days he made a mistake and asked for a legal pad and pencil. The Second World War in the Far East was his first book, which took him three years to complete.
