After an academic career covering four decades of studying public policies and higher education, Robert Berdahl and a few friends thought younger scholars might enjoy seeing the fruits of earlier scholarship. It is also possible that older scholars as well as public officials dealing with higher education might want to revisit some of the earlier analyses. The following nineteen articles are divided into nine subject headings, each introduced by a brief set of comments. To put the last eight into context, the first opens with the autobiographical essay requested by John Smart, Editor of the 2001 Handbook of Higher Education. This Handbook and many other of my articles not included in this volume are cited in my Vita which comes at the end of the book.
