Yucca Flower goes to Fort Defiance to learn when the promised food and seeds will be given out. She agrees to help with this. Kit Fox, Panther's younger brother, has also returned to Navajoland. He wants Yucca Flower and schemes to make it happen. Rumors circulate about raids on white settlers. The final treaty releasing the Navajo forbids this. Many fear they will again be herded into captivity.
