Elma was born and raised in Brownsville, TX. She is one of eight children, six girls, and two boys in her family. Graduating from Brownsville High School in 1973 and then afterward graduating from college in 1986, from the University of Texas Pan American Edinburg, TX, with a Major in Psychology and Minor in Sociology. In 2003, she earned her Master's Degree in Mid-Management and in Curriculum and Instruction from the University of Texas- Brownsville.
