Where the Cold War Never Ended and the New World Order Never Arrived (Volume I): KARABAKH DIPLOMACY IN THE 1990s (Paperback) (ISBN-13: 9781909382930)

"Where the Cold War Never Ended and the New World Order Never Arrived: Karabakh Diplomacy in the 1990s" is a rare insider's account of the diplomacy surrounding the Nagorno-Karabakh conflict following the collapse of the Soviet Union. Drawing on his experience as Senior Advisor to Armenia's first president, Secretary of the Security Council, Ambassador-at-Large, and First Deputy Foreign Minister, Gerard Libaridian takes readers inside the negotiations, revealing how decisions were made, why opportunities for peace were lost, and how the competing interests of Armenia, Azerbaijan, Karabakh, Russia, the United States, Turkey, Iran, and the OSCE shaped the course of events. Combining firsthand experience with historical analysis, this volume argues that Cold War strategic thinking survived the Soviet Union itself, frustrating hopes for a genuinely cooperative international order and offering fresh insight into one of the defining diplomatic challenges of the post-Soviet era.

Volume II complements this account with extensive interviews between Libaridian and leading diplomats, negotiators, mediators, and political figures directly involved in the peace process. Together, these conversations provide a unique oral history of Karabakh diplomacy, bringing together diverse perspectives on the negotiations, the personalities behind them, and the successes, frustrations, and missed opportunities that shaped one of the most consequential diplomatic efforts of the 1990s.
