WHY CONSTRUCTION MEGA PROJECTS FAIL - VOLUME 2 OF 2
From Project Recovery to Enterprise Project Excellence

Construction mega projects represent some of the most ambitious and strategically important investments undertaken by governments, developers, multinational corporations, and public institutions. They create transportation networks that connect nations, energy systems that power economies, healthcare facilities that improve quality of life, industrial complexes that support manufacturing, and digital infrastructure that drives the modern world.

Yet completing a project is only one milestone in a much longer journey.

The true measure of project success is not merely achieving substantial completion, but delivering infrastructure that performs safely, efficiently, sustainably, and profitably throughout its operational lifecycle.
While Volume 1 examined the principal reasons why construction mega projects fail during planning, design, procurement, commercial management, construction execution, project controls, and stakeholder management, Volume 2 focuses on an equally important question:

How do organizations consistently achieve project excellence?

This volume presents a comprehensive collection of enterprise frameworks that enable organizations to transform isolated project success into repeatable organizational capability. Drawing upon international best practices, modern project management principles, digital transformation strategies, governance systems, and decades of practical experience in delivering complex infrastructure, this book provides a structured roadmap for institutionalizing excellence across every phase of the project lifecycle.

Beginning with testing, commissioning, operational readiness, project handover, and asset lifecycle management, the book then explores project recovery, organizational transformation, digital technologies, Artificial Intelligence, resilience, enterprise governance, portfolio management, knowledge management, competency development, Centers of Excellence, integrated operating systems, and global project excellence models.

Each chapter introduces a practical management framework supported by:

• Learning objectives
• Structured management methodologies
• Governance models
• Performance indicators
• Maturity assessments
• Best practices
• Framework integration tables
• Discussion questions
• Executive-level practical exercises

Rather than presenting theory alone, every chapter has been written as an implementation guide that organizations can immediately adapt to improve project delivery capability.

The central message throughout this volume is clear:

Project excellence is never accidental.

It is created through disciplined governance, competent leadership, integrated systems, digital innovation, organizational learning, continuous improvement, and a culture that values excellence over expediency.

Whether managing airports, metro systems, highways, railways, ports, industrial facilities, power plants, hospitals, smart cities, data centers, water infrastructure, or mixed-use developments, the principles presented in this volume provide a practical blueprint for delivering predictable and sustainable project success.

The future of construction belongs to organizations capable of integrating people, processes, technology, governance, and knowledge into a single enterprise management system.

This book is intended to help build those organizations.
