The Chinese are incensed and threaten military retaliation against the U.S. Pressure to solve the case quickly is coming from the Oval Office. The Russian assassination team, who killed the Chinese man, receive anonymous orders for more diplomatic hits onboard CP Pak transports. At the same time, the mastermind leader of the Russian assassins, Yuri Rozov, while continuing the assassinations as ordered, is also setting his sights on Daniels and Hughes.
